Raphael Mirgasimovich Valeev — Vice-rector for Research of the Kazan State Institute for Culture, Doctor of History, Professor, Vice president of the Russian Committee of the International Council on Monuments and Sites (IKOMOS), Head of UNESCO Department.

Vice-chairman of the Russian National World cultural and natural heritage committee, Head of the Volga region UNESCO department on the preservation of architectural and urban monuments, Honored worker of culture of the Republic of Tatarstan.

A member of the UNESCO commission affiliated to the Cabinet of Ministers of the Republic of Tatarstan, Scientific and methodical council at the Ministry of Culture of the Republic of Tatarstan, International scientific and methodical council of Foundation for the revival of historical and cultural monuments of the Republic of Tatarstan.

A Member of the Academic Council of the Kazan state institute for Culture, a member of dissertation council D 210.005.02 for Doctor’s and master's theses, a member of dissertation council D 999.124.02 for Doctor’s and master's theses at the Kazan Federal University.

R.M. Valeev leads scientific research supported by grants of the Ministry for Culture of the Russian Federation, Government of the Republic of Tatarstan, etc. He created a scientific school, related to the topic of Tatarstan historical and cultural heritage of and Tatar people, conducted scientific research and monitoring of monuments of archaeology, history and culture in Tatarstan and some other regions of the Russian Federation.

Valeev works as managing editor of the publication series "Historical and Cultural Heritage of the Volga Region and Cis-Ural Area as Potential of Tourist and Recreational Sphere Development" series, he is the author of 160 scientific works, published at home and abroad, including those in foreign languages, the author and coauthor of about 20 scientific books. He is a famous and recognized expert in the field of preservation and promoting of cultural heritage, and Middle Ages Russian history.

  • 1982—1990 — the chief of production team on monument protection, Ministry for Culture of the Republic of Tatarstan.
  • 1990—1996 — the Director of Research and production department on protection and use of monuments, Ministry for Culture of the Republic of Tatarstan.
  • 1996—1997 — the chief of Head department of the state control on protection and use of monuments, Ministry for Culture of the Republic of Tatarstan.
  • 1997—2001 — Deputy Minister for Culture of the Republic of Tatarstan.
  • 2001—2006 — the First Deputy Minister of Culture of the Republic of Tatarstan.
  • 2002—2004 — the chief state councillor of the I class (Kazan).
  • 2004—2007 — Chief state councillor of the Republic of Tatarstan.
  • Since 2007 till present — the head of the department "The world cultural heritage" of the Kazan Federal University.
