Shulgin Pavel Matveevich (25.05.1953, Moscow). Ph.D. in Economy (1982), manager of the Center for Regional Programs of social and cultural development of the Institute of Social Policy of the National Research University "Higher School of Economic". Sphere of scientific interests: cultural and natural heritage, the economy of culture and tourism, regional social policy.

Pavel Shulgin graduated from the Geographical department of Lomonosov Moscow State University, Chair of Economic Geography, in 1975.

In 1975-1992 he worked at the Central Economic Research Institute affiliated to the State Planning Committee of RSFSR, consistently holding positions of a junior researcher, senior research associate and manager of the Sector of regional problems of social development. Pavel was engaged in territorial aspects of social perspective and social complex development, cases of the economy of culture and tourism. He took part in the development of regional programs and projects, conducted field researches in various regions of Russia. In 1988-1992 he actively participated in the work of the Soviet Foundation for culture under the leadership of academician D.S. Likhachyov, in scientific public council for unique historical territories.

Since 1992 Pavel Shulgin worked as deputy research director, the chairman of publishing council, head of the sector for complex regional programmes of cultural and natural heritage preservation and use of the Russian Research Institute for Cultural and Natural Heritage named after D.S. Likhachyov (Heritage Institute). He supervised scientific research, carried out in various regions of Russia on development of programs of cultural development, development strategies for historic towns, on the preservation of the heritage of fields of historical battles, farmstead complexes, historical rural territories concerning creation and development of memorial estates. He is research supervisor and author of concepts of development of well-known memorial estates “Kulikovo Field”, “Mikhaylovskoye”, “Yasnaya Polyana”, the Bolgar Historical and Archaeological complex, etc. Shulgin was research supervisor of the first Annual State report on the condition of objects of cultural heritage (historical and cultural monuments) of the people of the Russian Federation (2012).

Since 2014 Pavel Shulgin works at the National research university "Higher School of Economics".

He is the author of more than 200 publications, including several collective books.

Khayrutdinov Ramil Ravilovich, Director of Institute of the international relations, history and oriental studies of the Kazan (Volga) federal university

Date of birth: June 16, 1964

Ramil was born in the settlement Cherki-Kilduraza of Buinsky district of the Tatar Soviet Socialist Republic. He graduated from the Kazan state university (1986), and finished postgraduate study of KGU (1989).

1990 to 1997 — the employee of Institute of language, literature and history of the Tatar republic academy of Science.

1997 to 1998 — Head of the department of Collection of historical and cultural monuments of the Republic of Tatarstan. 1998 to 2011 — deputy director for research of Institute of history named after  Sh. Mardzhani of the Tatar republic academy of Science.

2006 to 2007 — deputy head of department of modern and contemporary history of Institute of history of Sh. Mardzhani of the Tatar republic academy of Science.

2007 to 2012 —  Director of State Budgetary Institution “Federal Historical-architectural and Art Memorial Estate “Kazan Kremlin”. 2011 to 2012 — the acting head of the department of modern and contemporary history of Institute of history named after  Sh. Mardzhani of the Tatar republic academy of Science. Since May, 2011 — Director of Institute of the international relations, history and oriental studies of the Kazan (Volga) federal university.

Since September 2012 — Head of the national history department, Institute of the history of the Kazan (Volga) federal university.

Since September 2013 — Director of Institute of the international relations, history and oriental studies of the Kazan (Volga) federal university.

Since 2013 — Head of the Department of history of Russia and neighboring countries, the department "Institute of history", Institute of the international relations, history and oriental studies of the Kazan (Volga) federal university.

Ramil Khayrutdinov  is an Honored fellow of culture of the Republic of Tatarstan (2010). PH.D. in History (1993), Associate Professor.

He is the author more than 130 scientific publications, including 20 books and collective monographs on current problems of national history and monuments study, preservation and research of cultural heritage, history of the Tatar enterprise activities and Muslim clergy.

Khayrutdinov is a laureate of the Kazan Republic State award, 2008, in science and technology (for series of research for justification the Kazan city emergency data, formation stages and development of its historical and cultural heritage).

Ramil Ravilovich is a member of the Board of trustees of Republican foundation for revival of Tatar historical and cultural monuments; secretary of Interdepartmental scientific and methodical advisory council of Republican Foundation for revival of Tatar historical and cultural monuments, vice-chairman of Scientific and methodical council for the state protection, preservation, use and promoting of objects of cultural heritage, affiliated with the Ministry for Culture of the Republic of Tatarstan, certified federal expert in cultural values (monuments of architecture, monumental art and immovable historical monuments).

Khayrutdinov Ramil Ravilovich is awarded with a medal "In Commemoration of the 1000th Anniversary of Kazan" (2005); the breast badge "For achievements in culture" the Ministry of Culture of the Republic of Tatarstan,  honorary badge of A.B. Lakiyer  "Associate Geraldiki", II degree; gratitude and the gratitude letter of the President of the Republic of Tatarstan, gratitude letter  of the chairman of the State Council of the Republic of Tatarstan.
